Изменения в PHP PayPal API

Я использовал PHP-код (см. Ниже), но перестал работать. У Paypal что-то изменилось. Он больше не работает.

print_r ($ res) дает следующее:

Недопустимый URL. Запрошенный URL "[URL]" недействителен. Ссылка # 9.67ac1002.1539939948.1d3bb0b6

Платеж Paypal работает нормально, Paypal возвращается к успешному URL страницы OK.
