Что касается вашего первого quesiton, вы помещаете смещение данных в тег body, где вы вызываете плагин scrollspy следующим образом:

Также, если вы собираетесь инициировать scrollspy через тег body, вам не нужно снова запускать его с помощью jquery, чтобы вы могли удалить скрипт:
