Объявления функций JS не должны помещаться в блок

Я обернул 95% 'parentCtrl' (Controller) в инструкции 'IF', это предотвращает запуск любых функций, если пользователь не подписан и не авторизовался. Поскольку я делаю это, я продолжаю получать следующую ошибку JSHint!

JSHint 104: 5 Нельзя размещать объявления функций в блоке?

Если я удалю оператор 'IF' ошибка исчезнет!
